The Former President's Woke Warning Misses The Continent's True Threat: Economic Decline.

Donald Trump's national security strategy presents a flawed assessment of the European Union. The document asserts that open-border policies and so-called "progressive" policies represent an existential threat to the continent's identity. Yet, this perspective is based on a serious misreading of the situation. The true challenge facing Europe is not cultural but technological and economic backwardness.

The Stark Growth Divide Between the US and Europe

The data reveal a sobering picture. From 2008 and 2023, US GDP grew by 87%, while a mere 13.5% growth for the EU. During this time, European income per person dropped from over three-quarters to just 50% of the US level. Remarkably, even Mississippi now boasts a higher per capita income than several leading EU nations like Italy and France.

Currently, roughly half of the world’s top fifty tech companies are American, while only four are from Europe.

The Innovation Shortfall: A Critical Question

This widening economic gap is driven by superior efficiency gains in the United States, largely due to breakthroughs and better use of resources. The landscape of world technology dominance is decidedly US-centric. In the last fifty years, hundreds of American startups have grown into companies valued at more than $10bn, compared with only fourteen in the European continent.

This disparity raises a pressing issue: As the competition for tomorrow's sectors like semiconductors, AI, and fusion energy, what is Europe stand? Experts widely agree it is essentially a two-horse race involving the US and China, with Europe entering at a significant disadvantage.

Underlying Factors of Europe's Innovation Gap

A number of key reasons explain this technological divide.

  • Financing Ecosystem: The US boasts a much more robust and more dynamic system for financing new ventures. The EU has yet to establish a true unified investment market, which caps the scale of new firms.
  • Regulatory Fragmentation: Complex and divided regulation hamper European business. A American entrepreneur can launch a service under one set of laws to access a market of hundreds of millions. The European Union, despite a larger population size, is split among 27 different national regimes, creating significant internal barriers.
  • Mindset Differences: Views on entrepreneurial failure differ sharply. In parts of Europe, a startup's collapse was historically met with penalties, whereas in the United States, it is often seen as a badge of experience.
  • Defense Spending: The US benefits from a deeply integrated innovation pipeline linking defense and academia. The continent's chronic underinvestment in military capabilities has eroded its capacity for pioneering research.

A Path Forward: Grounds for Hopefulness

Despite these challenges, there are causes for hope. European leaders are growing more conscious of the existential challenge and have started to advance serious reform. Key analyses on EU competitiveness and the internal market highlight the need for sweeping reforms.

Given appropriate incentives and rule changes, Europe's strengths might enable far greater degrees of commercial innovation.

The continent retains significant strengths: high-quality workforce, top-tier education systems, and premier labs. Alongside a large internal market and substantial household savings, these elements have the potential to unleash a surge of investment and entrepreneurship.

Importantly, even if the EU does not become the leader in developing cutting-edge technologies, it can still dramatically boost economic output by adopting and adapting innovations from elsewhere.

A Critical Juncture

Europe now faces a decisive moment. As the saying goes, economic erosion often happens "gradually and then suddenly". To date, Europe's technological decline has been steady. But, without bold steps to tackle its structural weaknesses, today's gradual weakening could give way to a rapid and permanent decline in global economic relevance.
